What factors led to the lack of international response against the Rwandan Genocide in 1994?
Haley, good question! It's broad enough that you can talk about any outside force that you find information about and specific enough that you are only talking about South Africa!
I think that this is a very interesting topic! However, I think the question may be too broad. For example, who do you mean when you say "outside forces"? Do you mean the U.S., the international community, or just South African citizens? Also, it may be difficult to make conclusions to the question because there may not be a direct reason why it took so long.
